The level of hCG doubles every two to three days in early pregnancy. Most home pregnancy tests are able to detect hCG levels as low as 20 mIU/ml.
A pregnancy test will be positive at 3 weeks if the hCG level in the urine is at least 20 mIU/ml. However, a pregnancy test may not be accurate at 3 weeks if the hCG level is below 20 mIU/ml. A blood test is the most accurate way to measure the hCG level in early pregnancy.
